Form always Follows Function?

Horatio Greenough said “form follows function”: the famous sentence became one of most important rules in the design and in the architecture, but you could say the same in the arts?
“Art is the product or process of arranging items Deliberately (Often with symbolic significance) and influences in a way That Affects One or more of the senses, emotions, and intellect.”
The art is very connected with the subjectivity and sensitivity of the artist, but art is also a project, you may consider it real design: the artist examines the resources available, he thinks an idea and identifies the target, but the goal is not always connected to a practical function.
Sometimes, the artistic act is linked to emotional and psychological intervention on the user from work. This event can freely show, in various ways that subjectivity offers. However, in the artistic humus, not always the “form follows function”: sometimes the search of the psychological impact is added to pragmatic knowledges of science (such as mechanics) to reach the essence of the message .
This is the case of Zimoun’s works where the artist uses simple materials associated with a mechanical mechanism, to create moving sculptures. I think the goal of Zimoun is to create kinetic works to strike the unconscious of the viewer, but what is the message, you can know it.
